Poway concrete by the numbers

The Property Line Decides the Permit

Most concrete on a Poway lot needs no building permit — the City’s Building Services page says flatwork on private property “does not generally need a Building Permit.” The rules that do apply are about where it goes and how much ground moves: driveways and parking may cover no more than 50% of the front-yard setback, and a grading permit kicks in at 50 cubic yards of earth or an excavation 2 feet deep with slopes steeper than 2:1. On hillside lots and long estate drives, that second number comes up fast.

Cross the property line and it’s the Engineering Division’s job. Its Right-of-Way checklist (revised August 2024) asks for $1 million / $2 million liability insurance naming the City, a traffic control plan or waiver, and a site plan showing the right-of-way — and a Class A licence for a new driveway approach, a sewer or water connection, or trenching in the road. That’s why we tell you, at the first visit, exactly which part of your job sits on which side of the line.

A patio slab falls at least 2 percent away from the house in the first 10 feet. Past the property line, the Engineering Division: 5, sidewalk, curb or a new driveway approach needs a Right-of-Way Permit, and a new approach must be built by a Class A licensed contractor. 6, the application asks for $1 million and $2 million liability naming the City, a traffic control plan or waiver, a site plan showing the right-of-way line and a Poway business certificate, and is denied while a code case is open.

Concrete Work We Pour in Poway

Structural and flat concrete for homes, hillside lots and estates. The county-wide build detail is on our concrete page.

Concrete block wall core on a new footing along a hillside driveway, cells open for steel and grout.

Footings

Footings for walls and fireplaces

The concrete under everything else we build — retaining-wall footings 24 inches below finish grade to the City’s bulletin, block-wall and pilaster footings sized to the gate they carry, and fireplace footings 12 inches thick and 6 inches wider all round.

Slabs

Patio, garage and equipment slabs

Slabs on a compacted base with rebar or mesh, control joints cut a quarter of the depth at 24–36 times the thickness, and a 2% fall away from the house — the details that decide where a slab cracks, and whether water reaches the foundation.

Stone wall and pillar at the foot of a dry hillside driveway.

Driveways

Driveways and estate drives

Thicker sections and tighter steel for vehicle loads, drainage that carries water off a long slope, and a layout that stays inside the 50% front-setback limit. A new approach at the street is a separate Class A contract — we’ll show you where that line falls.

Steps & walks

Steps, walks and landings

Formed steps with even risers, walks that tie the drive to the door and the yard, and landings sloped to drain — broom, exposed-aggregate or stamped finish.

Finishes

Stamped and decorative finishes

Stamped, colored, salt and exposed-aggregate surfaces for patios and walks, cured and sealed. On a pool deck we steer toward textured finishes that grip when wet.

Replacement

Tear-out and replacement

Cracked and heaved 1970s slabs and walks broken out, base corrected and drains added, then re-poured — over a third of Poway’s homes were built in that decade.

How We Pour Concrete That Lasts on a Poway Lot

Concrete shrinks as it dries, so it will crack; the job is to decide where. We cut control joints a quarter of the slab depth at 24 to 36 times its thickness — about every 8 to 12 feet on a 4-inch slab — and keep panels close to square. Every hard surface within 10 feet of the house falls at least 2% away, and where the lot won’t allow it we add drains or a swale.

Curing gets the time it needs: the ACI default is 7 days of moist curing above 10 °C, or until the concrete reaches 70% of its design strength. In Poway’s hot, dry inland summers that means wet curing or a curing compound from the moment the finish is done, not a hose at the end of the day.

Poway Permits for Concrete, Side by Side

On your lot: patios, walks and slabs generally need no building permit. Footings and slabs that belong to something permitted — a retaining wall over 3 feet, a pool, a patio cover, a room — are part of that permit and inspected with it. A grading permit is separate and depends on how much earth moves.

At the street: sidewalk, curb or driveway-approach work needs a Right-of-Way Permit from the Engineering Division, applied for online with insurance certificates issued within 30 days, a traffic control plan to San Diego Regional or MUTCD standards (or a waiver if no travel lane is affected), a site plan, and a current Poway business certificate. A new approach requires a Class A licensed contractor; the City won’t issue the permit while the property has an open code case. Shaun’s licence is C-29, so we pour your side of the line and price the approach as its own piece of work.

Concrete, Stamped Concrete or Pavers?

For a Poway patio, walk or driveway, the choice comes down to budget, finish and how the surface handles movement.

How a Poway Concrete Job Runs

  1. Site visit and lines

Shaun marks the property line, the front setback, the water meter and the fall away from the house, and tells you which parts need a permit.

  2. Permits

Grading permit if the earth moved crosses the City’s thresholds; the right-of-way piece handled as its own contract where an approach is involved.

  3. Excavation and base

Dig to depth, compact the base in lifts and set forms to grade — the fall is built into the forms, not troweled in later.

  4. Steel and inspection

Rebar or mesh on chairs; footings that belong to a permitted wall or structure inspected before the pour.

  5. Pour, finish and joints

Placed, finished and jointed at the planned spacing the same day.

  6. Cure

Wet cure or curing compound straight away, and time before traffic — a week before cars on a new driveway is a sound rule.

Planning one? Shaun will walk the site with you and tell you what it needs — free, no obligation.

Where Concrete Work Comes Up in Poway

One City, one set of rules — but the lots ask for very different concrete.

  • 1970s tract homesZIP 92064Cracked original driveways, patios and walks, often with no joints where they cracked and no fall away from the house. Tear-out, base correction and re-pour.
  • Rural estatesLong drives and turnarounds where grading permits and the 50% front-setback limit both come into play.
  • Hillside lotsFootings for retaining walls, stairs and terraced patios on cut slopes — concrete you never see, built first.
  • Fire-zone homesConcrete or paver aprons for the 0–5 ft Zone 0 band the City expects on Very High lots by 2030.
  • Street-side workSidewalk and approach repairs that need a Right-of-Way Permit — and, for a new approach, a Class A contractor.

Do I need a permit for a concrete patio or driveway in Poway?

Usually not a building permit — the City says flatwork on private property “does not generally need a Building Permit.” You may need a Right-of-Way Permit from the Engineering Division for anything at the sidewalk, curb or approach, and a grading permit if the work moves 50 cubic yards or cuts 2 feet or more at slopes steeper than 2:1.

Can you build a new driveway approach in Poway?

Poway’s Right-of-Way checklist requires a Class A licensed contractor for a new driveway approach (and for road trenching or sewer and water connections). Shaun holds a C-29 masonry licence, so we pour the driveway on your lot and treat the approach as a separate contract — we’ll tell you exactly where the line falls.

How much of my front yard can be driveway?

Driveways and parking together can cover no more than 50% of the front-yard setback area in Poway. A widened drive or an RV pad can hit that limit before it reaches the property line, so we lay it out first.

How far apart should control joints be?

About 24 to 36 times the slab thickness, cut a quarter of the depth (NRMCA). For a 4-inch slab that’s roughly every 8 to 12 feet, keeping panels as square as possible.

How long before I can drive on a new driveway?

Give it the full cure. The ACI default is 7 days of curing above 10 °C, or until the concrete reaches 70% of its design strength. In Poway’s dry summer heat we start curing as soon as the finish is done.

Why does my old Poway driveway keep cracking?

Common causes are no or too-few control joints, a thin section, a poor base and water running under the slab. Over a third of Poway’s homes were built in the 1970s, and many slabs from that era show all four. We check which before quoting a repair or replacement.

How much does a concrete driveway cost?

Fixr’s 2025 national guide puts a typical 24 × 24 ft, 5-inch broom-finish driveway at $3,460–$6,910, with stamped finishes at $12–$18 per square foot. Those are national figures, not our price; you get an itemised written proposal after a free site visit.

How do I check that you’re licensed?

Shaun Bagwell Masonry holds California C-29 Masonry licence #979389, issued 14 December 2012, with a $25,000 contractor bond. Look it up at cslb.ca.gov → “Check a License”.
