Where the Fireplace Is a Heater, Not a Decoration

In most of San Diego County a fireplace is lit a few times a year. Not in Julian. Census estimates for the 92036 ZIP area show 8.7% of occupied homes heating mainly with wood — against 0.6% county-wide — and another 46.0% on tank propane, with almost no piped gas. A chimney that runs fires through a winter of 67 freezing nights (Julian Wynola station) collects creosote and takes repeated freeze-thaw on its crown and joints. Nationally, chimney and flue fires make up 49.4% of reported residential heating fires.

The setting raises the stakes. State law requires that no part of a tree stand within 10 feet of a chimney outlet, which in the pines around Whispering Pines and Kentwood is a real job. The U.S. Geological Survey maps a Julian section of the Elsinore fault zone, so a chimney with no steel in it is a liability. And the regional air district does not ban fireplace burning — it leaves the wood stove and the fireplace to the owner, which makes maintenance the owner’s job too.

Bottom strip: 8.7 percent of occupied homes in ZIP 92036 heat mainly with wood, county-wide 0.6 percent; 46.0 percent heat with tank propane and only 2.3 percent have piped utility gas, county-wide 53.7 percent; the San Diego air district does not currently prohibit burning in fireplaces.

Chimney and Fireplace Work in Julian

Repairs to the chimney you have and new fire features built from the footing up. The county-wide detail is on our chimney repair and fireplace pages, and the Julian overview covers the town.

Repair

Crowns that survive the freeze

A cracked mortar wash lets water into the top courses, where every freezing night pries the joints a little wider. We replace it with a sloped cast crown with a drip edge and a bond break around the flue, as the code describes.

Fire safety

Spark arrestors and tree clearance

A noncombustible screen with openings between ⅜ and ½ inch on every wood-burning chimney, and a frank word about any branch inside the 10-foot circle state law sets around the outlet.

Close-up of fieldstone masonry with deep, well-tooled mortar joints.

Repair

Repointing and flashing

Joints opened by freeze-thaw raked out and repointed in matching mortar, on days warm enough for it to cure, and new step and counter flashing where the chimney meets a roof that carries snow.

Rebuild

Reinforced rebuilds above the roof

Loose or leaning chimneys taken down to sound masonry and rebuilt with vertical steel, ties and straps to the framing — the approach FEMA recommended after the 2014 Napa earthquake found chimneys rebuilt the old way stayed vulnerable.

Inside

Fireboxes, hearths and refacing

Cracked firebrick replaced in refractory mortar, hearths extended to code, and dated brick refaced in natural or manufactured stone.

New builds

New stone fireplaces

Site-built masonry fireplaces on their own footing, sized and reinforced to Chapter 10 of the California Residential Code, finished in stone that suits a mountain house — or, in the Historic District, stone the Review Board accepts.

Chapter 10, Tuned for 4,200 Feet

The California Residential Code sets the bones of a masonry chimney: walls at least 4 inches nominal, solid or grouted solid; a flue liner; four No. 4 vertical bars with ¼-inch ties every 18 inches; and straps tying the chimney to the framing at each floor, ceiling and roof line more than 6 feet above grade. It must clear the roof by 3 feet and anything within 10 feet by 2 feet, and every solid-fuel chimney gets an approved spark arrester with a net free area at least four times the flue outlet.

Julian adds three things. The cap has to shed water — the code calls for a sloped concrete, metal or stone cap with a drip edge — because a crown that holds water through 67 freezing nights will spall. Mortar work stops below 40°F unless it’s protected, because mortar barely gains strength in the cold. And because the Julian section of the Elsinore fault is a mapped active fault, we don’t rebuild a chimney without its steel, however it was built the first time.

Who Decides in Julian: County PDS, County Fire and the Review Board

A new masonry fireplace or a chimney taken down and rebuilt is structural work under Chapter 10 and isn’t on the County’s exempt list, so it goes through County of San Diego PDS. Repointing, a new crown or a cap on a sound chimney is repair. Inside the Julian Historic District, a chimney is part of the building’s exterior, so a rebuild that changes how it looks goes to the Architectural Review Board — the same Board that has asked for Julian schist on exterior stone.

Burning itself is lightly regulated. The San Diego County Air Pollution Control District “does not currently prohibit burning in fireplaces, fire pots, fire rings, grills, or chimineas,” though it calls home wood burning “a growing source of air pollution.” Outdoors, the state fire code keeps a recreational wood fire 25 feet from structures and combustibles and requires it to be attended. Fire and EMS in Julian now come from San Diego County Fire, staffed by CAL FIRE, which can restrict outdoor burning on high-danger days.

How often should a Julian chimney be inspected?

Once a year, per NFPA 211 as the Chimney Safety Institute of America restates it — and in Julian, where 8.7% of occupied homes heat mainly with wood, ideally before the burning season starts. After an earthquake or a chimney fire, have it checked before the next fire.

Is wood burning allowed in Julian?

Yes. The San Diego County Air Pollution Control District does not currently prohibit burning in fireplaces, fire pots, fire rings, grills or chimineas, though it notes home wood smoke is a growing source of air pollution. Outdoor fires can be restricted by the fire authority on high-danger days.

How close can trees be to my chimney?

State law (Public Resources Code §4291) requires removing any part of a tree within 10 feet of the outlet of a chimney or stovepipe. We point out anything inside that circle when we inspect.

Does my chimney need a spark arrester?

Yes, if it serves a fireplace or appliance that burns wood. The California Residential Code requires an approved spark arrester with openings no larger than ½ inch and no smaller than ⅜ inch, and a net free area at least four times the flue outlet.

My chimney crown is cracked. Can it wait until spring?

It can, but every freezing night opens it further: Julian Wynola averaged 67 a year. A cap or temporary seal before winter limits the damage; a proper sloped crown with a drip edge is the fix, laid when it’s warm enough for mortar to cure.

Do I need a permit or Review Board approval?

A rebuild or new masonry fireplace needs a County PDS building permit; repointing and crown repair usually don’t. Inside the Julian Historic District, exterior changes go to the Architectural Review Board, which has asked for Julian schist on exterior stone.

My cabin sits empty half the year. What should I check before the first fire?

About 35.5% of homes in the 92036 area are held for seasonal or occasional use, so this comes up often. Before lighting the first fire of the season, look for debris or nests in the flue, a cap and spark arrester still in place, and any new cracks in the crown after winter. An inspection before the season covers all of it, and a cap keeps animals and snow out while you’re away.

Are you licensed for chimney and fireplace masonry?

Yes — California C-29 Masonry licence #979389, issued 14 December 2012, bonded and insured. Check it at cslb.ca.gov.
