Fire-safe borders around the house
A continuous band of pavers, stone or concrete in the first 5 feet, replacing mulch, bark and wood decking — the hardscape the County’s 2026 wildfire code now calls for next to the walls.

Swap the bark and lawn next to your house for pavers or stone that won’t carry fire, give the pool a deck you can walk on barefoot, or rebuild a long drive in interlocking pavers. Laid on a compacted base for Ramona’s winter freezes, and quoted in writing after a free visit.

Hardscape in Ramona, by the numbers
Three things make paving in Ramona different from the coast. First, the County’s 2026 wildfire code says the 0–5 foot zone around a home “shall be constructed of continuous hardscape or non-combustible materials” — a paver or stone border does exactly that. Second, Ramona is unincorporated, so homeowners can apply for the County’s Rain-Friendly Pavement rebate, listed at up to $15 per square foot for replacing old paving with permeable pavers, on top of the regional $2 per square foot turf rebate for planted conversions.
Third, Ramona freezes. The Western Regional Climate Center’s Ramona Fire Department station has recorded a freezing low on every date from December through February, and a record 17°F in January 2007. A paver set on a compacted, well-drained base rides that out; a thin mortared topping over a poorly drained slab is what cracks and pops loose.

One crew for the base, the paving and any masonry around it. More detail on materials is on our paver, patio and pool deck pages.
Zone 0
A continuous band of pavers, stone or concrete in the first 5 feet, replacing mulch, bark and wood decking — the hardscape the County’s 2026 wildfire code now calls for next to the walls.

Rebate-ready
Interlocking pavers with open joints over clean, open-graded stone that lets rain soak through — the build the County’s Rain-Friendly Pavement rebate pays for when it replaces existing paving.
Driveways
Rural drives and courtyard turnarounds in heavy-duty pavers on a deep compacted base, with a concrete or soldier-course edge so trucks and trailers don’t walk the border loose.

Patios
Dry-laid flagstone in sand or gravel for water-wise yards, or mortared stone on a slab for a flat dining terrace — each laid with a fall away from the house.

Pool decks
Paver, travertine and textured-stone decks with coping set on a mortar bed and a flexible joint between coping and deck, plus block or stone pool-enclosure walls with a smooth outside face.

Outdoor living
Stone seat walls, steps between levels and terraces for estates and tasting rooms in the Ramona Valley wine country, built with the paving so the levels and drainage work together.
The base does the work. Ramona-series soils have a subsoil of 18–27% clay with moderately slow permeability (NRCS), so water that gets under a patio stays there. We dig out the topsoil, compact a crushed-rock base in lifts, and set the paving on a bedding layer with a fall away from the house — so winter rain drains off instead of freezing under the surface. Permeable builds swap the base for clean, open-graded stone that stores water and lets it soak away.
The units matter too. Interlocking concrete pavers made to ASTM C936 have historically been required to reach an average of 8,000 psi — far stronger than a typical poured patio — and a cracked paver can be lifted and replaced on its own. On pool decks we choose textured finishes (tumbled, brushed or cleft stone, or a paver rated for wet exterior use), never polished stone, and lighter colours for bare feet in the inland summer.
Most paving needs no building permit in Ramona. The County’s exempt-work list (PDS-110) covers platforms, walks and driveways no more than 30 inches above grade and not over a basement. What does need permits: a retaining wall over 3 feet to level the patio, a gas line or circuit for a fire feature or BBQ, a new pool or a pool remodel, and any driveway work that reaches a County road (a County DPW encroachment permit) or Main Street, which is State Route 67/78 and needs Caltrans.
Rebates come with conditions. The regional turf rebate, from $2 per square foot through SoCal WaterSmart, disqualifies concrete and any path “grouted with cement or concrete” — dry-laid stone in sand passes, mortared stone doesn’t. The County’s Rain-Friendly Pavement rebate for unincorporated areas pays for permeable pavers or pervious concrete that replace existing paving, up to a $6,000 lifetime cap per home. Both require approval before work starts.
All of these are hardscape, so all of them work in Zone 0. Where they differ is rebates, heat, frost and upkeep.
| Surface | Turf-rebate area? | Frost & movement | Best use |
|---|---|---|---|
| Permeable pavers | Ask the program; County pavement rebate yes | Flexes; units replaceable | Driveways, patios, rebate projects |
| Standard pavers on sand | Ask the program | Flexes; units replaceable | Patios, walks, pool decks |
| Dry-laid flagstone | Yes — ungrouted paths | Stones reset easily | Paths, informal patios |
| Mortared stone or travertine | No — grouted | Needs a sound, drained slab | Formal terraces, coping |
| Poured or stamped concrete | No — impermeable | Cracks at joints if base is wet | Large flat areas — see our Ramona concrete page |
Rebate eligibility is decided by the program, not by us — we build to the approved plan.
We measure, check fall and drainage, and note where the 0–5 ft zone, pool barrier or driveway apron changes the plan.
If you’re applying for the turf or permeable-pavement rebate, we match the design to the program before anything is removed.
Topsoil and roots out, crushed-rock or open-graded base placed and compacted in lifts, edges set.
Pavers or stone laid to pattern, borders cut clean, coping set on its bed with a flexible joint to the deck.
Joint sand or permeable aggregate swept in and the surface plate-compacted to lock the units.
Water test for drainage, cleanup, and the photos and receipts your rebate claim needs.

| Paver patio | $10–$25 per sq. ft. (2022) |
| Flagstone patio | $16–$30 per sq. ft. (2022) |

Call (619) 581-2492Usually not. The County exempts platforms, walks and driveways up to 30 inches above grade and not over a basement (PDS-110). Retaining walls over 3 feet, gas or electrical lines, pools, and work in a County road or on Main Street (State Route 67/78) need their own permits.
The County’s 2026 wildfire code requires the first 5 feet around a building to be continuous hardscape or noncombustible material (§604.12.1). Pavers, flagstone, concrete and gravel all qualify; bark, mulch and wood decking don’t.
Possibly two. As an unincorporated community, Ramona is eligible for the County’s Rain-Friendly Pavement rebate — listed at up to $15 per square foot for replacing existing paving with permeable pavers or pervious concrete, $6,000 lifetime cap, funding limited. A lawn-to-garden conversion can also earn the regional turf rebate from $2 per square foot, but grouted or concrete surfaces inside it are disqualified. Apply before work starts.
Ramona does freeze — the fire-station gauge has recorded a freezing low on every winter date and 17°F in 2007 (WRCC). Pavers on a compacted, drained base flex with the ground and a damaged unit can be swapped out. What fails is a thin mortared topping over a slab with water trapped under it.
If the work needs a building permit for a new or remodelled pool, California requires at least two of seven drowning-prevention features (H&SC §115922). An enclosure wall is one: at least 60 inches high, no openings that pass a 4-inch sphere, and no handholds on the outside (§115923). We build those in block or stone.
Both work. Travertine and textured stone feel natural and stay cooler in light colours; concrete pavers are tougher and cheaper to repair. Avoid polished stone anywhere it gets wet. We’ll set samples out in your yard so you can feel them in the sun.
