Pavers, Patios & Pool Decks in Jamul

Paver driveways and walks, flagstone and stone patios, and pool decks with proper coping — laid on a compacted base and sloped so water leaves, because Jamul’s clay won’t take it. Masonry pool-barrier walls built to California’s safety law. Free on-site design visit from a licensed C-29 mason.

Jamul hardscape by the numbers

Big Yards, Slow Ground, and a Lot of Pools

Outdoor living is where Jamul’s large, owner-occupied lots get used — 95.6% of homes here are lived in by their owners. But the ground under the patio matters more than the paver on top. When a 2018 County-filed study tested infiltration at a site off Jefferson Road, water went in at just 0.016 to 0.228 inches per hour. At the slow end, one inch of rain would take about 62 hours to soak away.

So we don’t rely on Jamul soil to drain a patio, a paver drive or a pool deck. Every surface gets a compacted base, a planned fall and an outlet. And if your project touches a pool, California’s Swimming Pool Safety Act comes with it: a permit for a new or remodeled pool triggers at least 2 of 7 drowning-prevention features, and a masonry barrier wall is one of the most permanent.

Left: how long one inch of rain takes to soak into native ground at the rates measured on one Jamul site in 2018 — about 4.4 hours at 0.228 inches per hour, and about 62.5 hours, over two and a half days, at 0.016 inches per hour; so hard surfaces within 10 feet of the house slope at least 2 percent, about a quarter inch per foot, away from it to a drain. Right: a masonry pool-barrier wall to California Health and Safety Code 115923 — at least 60 inches high, no more than a 2-inch gap at the bottom, no opening that passes a 4-inch sphere, a gate that swings away from the pool and self-closes with the latch at least 60 inches up, and no ledges or footholds on the outside face; a permitted new or remodeled pool needs 2 of 7 safety features. Bottom: Otay Water District turf rebate of at least $2 per square foot and the County Waterscape program of up to $5 per square foot in unincorporated areas; apply before demolition.
Two things decide a Jamul hardscape job before the material does: where the water goes on ground that barely drains, and — if there’s a pool — the barrier rules that come with the permit.Sources: C.W. La Monte infiltration study, 2018; H&SC §115922–115923; Otay Water District rebates.

Pavers, Patios and Pool Decks We Build Here

Interlocking pavers, natural stone and brick, laid by a mason. The county-wide pages go deeper on pavers, patios and pool decks.

Driveways

Paver driveways and motor courts

Interlocking pavers over a compacted aggregate base deep enough for vehicle load on clay, with a concrete edge restraint so the field can’t creep downhill on a sloped Jamul drive. Individual units lift and relay if a utility ever needs digging.

Irregular natural flagstone set in mortar on a raised hearth beneath a stacked-stone fireplace surround.

Patios

Flagstone, stone and paver patios

Mortared flagstone on a concrete slab, dry-laid stone on a compacted base, brick, or concrete pavers — sized for how you use the yard, with seat walls where the ground steps. Patios at grade need no County building permit when they stay 30 inches or less above it.

Pool decks

Pool decks and coping

Paver, travertine or natural-stone decks sloped away from the pool and the house to drains, with a flexible joint between deck and coping so movement in the clay doesn’t crack the bond beam. Coping in bullnose travertine, stone or precast. We build decks and coping, not spray coatings.

Pool safety

Masonry pool-barrier walls

Block or stone enclosure walls at least 60 inches high with no ledge, stepped cap or veneer lip a child could climb on the outside face, and gates that self-close and swing away from the pool. Pool barriers always need a County building permit — we pull it.

Steps & walks

Paver steps, walks and terraces

Paver treads on block risers, terraced walks between levels, and garden paths — the connective pieces on a sloped lot.

Lawn conversion

Lawn-to-hardscape conversions

Swapping thirsty lawn for patio, walks and planting. Otay Water District and the County both offer turf-replacement money here — but impermeable hardscape doesn’t qualify under the regional program, so we plan which areas are paved and which are planted before you apply.

Built to Drain on Ground That Doesn’t

The Jefferson Road study placed the site’s soils in hydrologic soil group C — slow infiltration — and its own test holes confirmed it. That rules out the shortcut of letting water soak through the joints and into native clay. Our Jamul hardscape is built as a shedding surface: a compacted base over geotextile where the clay is soft, a fall of at least 2% away from the house, and somewhere for the water to go.

Around a pool the same thinking applies twice over. The deck falls away from the water and the house to drains; the coping sits on its own bed with a sealant joint between it and the deck; and on salt pools we specify a dense, pool-rated coping and a penetrating sealer on porous stone.

Permits, Pool Rules and Rebates in Jamul

Jamul is unincorporated, so County PDS rules apply. At-grade patios, walks and paver drives are exempt from a building permit when they are no more than 30 inches above adjacent grade and not over a basement or story below. Pool barriers are not exempt — the County’s fence exemption expressly leaves them out — and any new pool or pool remodel brings the state’s drowning-prevention rules with it.

If you’re replacing lawn, apply before anything is torn out. Otay Water District, which serves Jamul, points to the regional turf rebate (at least $2 per square foot) and the County’s Waterscape program (up to $5 per square foot, unincorporated areas only). The regional program requires at least 250 square feet of turf removed, three plants per 100 square feet and a stormwater feature, and excludes synthetic turf.

Pavers, Stone or Concrete on a Jamul Lot?

Three common surfaces compared on the things that matter here: clay movement, drainage and heat around a pool.

How a Jamul Hardscape Job Runs

  1. Site visit and levels

We shoot the levels from the house to where the water can leave, and check for a pool barrier, a rebate application or a slope that needs a wall.

  2. Design and rebates

A layout, material samples in your light, and — if lawn is going — the rebate applications filed before any demolition.

  3. Excavation and base

Dig out to firm ground, geotextile where the clay is soft, then aggregate base compacted in lifts to the planned fall.

  4. Edges and drains

Concrete edge restraints, drain inlets and outlet lines, and the coping bed if there’s a pool.

  5. Lay and finish

Pavers, stone or brick laid, cut and compacted; joints sanded or mortared; coping sealed to the deck with a flexible joint.

  6. Barrier and final

Pool-barrier wall and gates built and inspected where needed, then a walk-through and a written workmanship guarantee.

What Hardscape Costs in Jamul

The ranges below are from our county-wide paver and pool deck pages. In Jamul, the extras that move the number are base depth on soft clay, drains and outlets, and any pool-barrier work.

What Hardscape Costs in Jamul
ProjectTypical range
Paver walkways and paths$18–$28 per sq. ft.
Patio pavers (concrete)$15–$30 per sq. ft.
Driveway pavers (standard)$18–$40 per sq. ft.
Pool deck pavers$28–$52 per sq. ft.
Pool coping, national average (Fixr, 2025)$40–$50 per linear ft.

Our ranges are for comparison, not a quote; the Fixr figure is a national cost-guide average, not a San Diego price. Drainage, extra base and pool-barrier walls are priced as separate lines.

Do I need a permit for a patio or paver driveway in Jamul?

Usually not for the paving itself. County rules exempt walks, patios and driveways no more than 30 inches above adjacent grade and not over a basement or story below. A wall, a pool barrier, gas or electrical work, or a connection to a County road can each bring a permit with them.

Will permeable pavers drain on my Jamul lot?

Don’t count on the soil. A County-filed study at a Jamul site measured infiltration as low as 0.016 inches per hour — about 62 hours for an inch of rain to soak in. We build Jamul hardscape to shed water to a drain or outlet rather than relying on the clay.

I’m redoing my pool deck — do I need a pool fence?

If the work needs a building permit for remodeling the pool, California law requires at least two of seven drowning-prevention features before final, and a 60-inch enclosure is one of them. A deck-only replacement may not trigger it; we check with the County for your job.

Can a block wall be my pool barrier?

Yes, if it meets the enclosure rules: at least 60 inches high on the outside, no gap over 2 inches at the bottom, no opening a 4-inch sphere can pass, nothing to climb on the outside face, and gates that swing away from the pool and self-close with the latch at least 60 inches up. Pool barriers always need a County permit.

Do pavers qualify for the turf rebate?

Not as paving. The regional program won’t count impermeable hardscape as converted area, and it excludes synthetic turf. What qualifies is planting, mulch and a stormwater feature. We design the paved and planted areas so the planted part earns the rebate — Otay’s regional rebate is at least $2 per square foot and the County Waterscape program adds up to $5 in unincorporated areas.

Do you resurface or coat pool decks?

No — spray coatings and overlays are a different trade. We replace decks in pavers, travertine, stone or concrete and set new coping. If your deck is sound and only needs a coating, we’ll tell you.

How do I check your licence?

Shaun Bagwell Masonry holds California C-29 Masonry licence #979389 with a $25,000 bond. Look it up at cslb.ca.gov → “Check a License”.
